Whilst ordinarily hire of facility agreements can be made in the name of the parish subject to certain conditions set out in the Administration Circular, please note that all agreements signed in the name of The Synod of the Diocese of the Northern Territory Incorporated must be approved and signed by either the Bishop and/or the Registrar and registered with the Registry.

For expenses pre-approved by the Bishop, Registrar or Ministry Development Officer of the Diocese, please submit your reimbursement claim in the following form to the relevant approver:

Diocesan-managed Properties

Audits of Parishes

It has come to our attention that a number of parishes have not been able to find an auditor to comply with the The Parishes Ordinance 1997–2017. In response, Diocesan Council has resolved to expand the interpretation of “audit” under the The Parishes Ordinance 1997–2017 to allow parishes to conduct “reviews” of parish accounts.

In practice, a “review” in this Diocese comprises a set of prescribed tests of the financial reports, records and processes of a given parish by an independent person. The prescribed tests to be used by a “reviewer” in this Diocese are based on those originally used by an “independent examiner” in the Anglican Diocese of Melbourne (ADOM), which is defined as “an independent person who is nominated by the churchwardens and who they reasonably believe has the requisite ability and practical experience to carry out a competent examination of the accounts” (Section 46 Parish Governance Act 2013 [ADOM]). Most importantly, there are no formal qualifications required of a reviewer in order to conduct a review. 

It is hoped that these reduced requirements will enable parishes to fulfil obligations in submitting parish accounts to annual general meetings. The review procedures, proforma engagement letter and proforma review report are contained in the linked document:
